Find tools by region / country

Filtering through regions / countries is mutually exclusive. This means that when you look for Italy it only shows results for Italy, not for EU, UNECE or UN (even if Italy is part of all 3). And when you look for UN, UNECE or EU tools you go to tools for that region only and not to all tools in that region. At present, the country level only covers those countries that are members of the European Union.
